We discover the first priority for the ministry of the local church is a specific kind of prayer. We are called to offer these prayers for all men and especially for kings and those in authority over us. It is the one ministry that all saints have an equal duty and ability to participate in - and a ministry much neglected today.

2:1 First of all, then, I urge that supplications, prayers, intercessions, and thanksgivings be made for all people, 2 for kings and all who are in high positions, that we may lead a peaceful and quiet life, godly and dignified in every way. (ESV)
